SME Instrument

As part of the Horizon 2020 programme the SME Instrument will invest almost €3 billion in 7500 projects by 2020 in highly innovative small and medium-sized businesses. The instrument will take place in three phases, with the aim of transforming disruptive ideas into concrete, innovative solutions with a European and global impact. The SME Instrument is an open call with four cut-off dates per year for each Phase.



Phase 1. Concept & Feasibility Assessment

Idea to Concept (4-6 months)

The European Union will provide €50 000 in funding in order to carry out a feasibility study to verify the viability of the proposed disruptive innovation or concept. Typical activities to be included in the Phase 1 project are:

  • Feasibility studies
  • Partner searches, incl. finding (pilot) customers
  • IP studies, incl. freedom-to-operate
  • Development of thematic functional strategies
The Phase 1 proposal results in a comprehensive growth-oriented Business Plan.


Phase 2. R&D, Demonstration, Market Replication
Concept to Market-Maturity (1-2 years)

Assisted by the EU, the SME will further develop its proposal through innovation activities, such as demonstration, testing, piloting, scaling up, and miniaturisation. Proposals will be based on a business plan developed on phase 1 or otherwise. The EU aims to contribute between €0.5 million and €2.5 million. Typical activities to be included in the Phase 2 project are:
  • Miniaturisation
  • Design
  • Scaling-up
  • Demonstration
  • Testing
  • Piloting
  • Market replication
